Home improvement projects are starting to make a comeback after frugal consumers pulled the plug on remodeling and renovation work during the downturn.

With the economy showing signs of stabilizing and retailers and contractors continuing to offer good deals, many Southern Californians are sprucing up their homes’ appearance and value by repainting their bathrooms, installing new floors and carpets, and upgrading their kitchens.

In their most recent earnings reports, Home Depot Inc. and Lowe’s Cos., the nation’s two largest home improvement retailers, posted better-than-expected fourth-quarter results and said consumers seemed to be more willing to take on costlier projects.

At Lowe’s, based in Mooresville, N.C., “the worst of the economic cycle is likely behind us,” Chief Executive Robert A. Niblock said in a call with analysts.

A new rule that became effective Thursday, Earth Day, requires a stricter testing regimen and remodeling standards for any home interior project in homes built before 1978.

The regulation, which was instituted by the Environmental Protection Agency, aims at protecting more people from the harmful effects of lead — especially infants, young children and pregnant women, who are particularly susceptible to the harmful effects of the toxin.

The new requirements mean added costs to remodelers, contractors, window installers, electricians and anyone else who works in older homes. Extra expenses mainly come from new testing and safety equipment, in addition to new bookkeeping obligations. (more…)

Did you lose your house to foreclosure this year? Did your lender forgive some of your mortgage debt because you sold it for less than it was worth? If so, you could be facing a big tax hit.

It is IRS policy to tax forgiven debt you are personally responsible for as if it is income. Say, for example, your credit card company settled a $10,000 debt for 50 cents on the dollar. You’d have a debt forgiveness of $5,000, which the IRS would count as income, just like your wages. (more…)
